The NEU PC Plus Programme offers students and persons with disabilities from low income households the opportunity to own a brand new computer at an affordable price.
PC-Bundle Scheme
The PC-Bundle scheme offers a two tier subsidy. Successful applicants can own a new computer with free software and three years of free subscription to broadband services. They will only need to pay a sum starting from $146 for a desktop or $214 for a laptop.
iNSPIRE Fund
For those who are unable to co-pay for the computer applied under PC-Bundle scheme, the iNSPIRE Fund scheme will offers financial assistance to full-time students (aged 25 and below) with another option. Successful applicants will render between 6 to 24 hours of community service, depending on the type of computer model, to receive a fully-paid desktop/laptop.
Broadband-Only Scheme
The Broadband-Only scheme offers broadband access at a subsidised rate to households that already own computers but are unable to afford broadband subscriptions. The rate will be $1.50 per month for 36 months and applicants will receive 1 Mbps of unlimited broadband access.

Application Process
How Do I Apply?
- Complete the PC-Bundle/Broadband-Only application form obtained from IDA’s website. Application Form (PCB)
- For broadband service application, fill in the Broadband Service application form and Deed of Indemnity Application Form (BBO)
- Submit completed form(s) and supporting documents to the applicant's school's administrative staff or directly to the relevant appointed lead agency for processing
Supporting Documents
The applicant must have:
- A valid student pass/matriculation card
- NRICs/birth certificates of the applicant and all the members of the household
- Latest pay slip or a 12-month CPF contribution history of all working adults in the household
- Latest 12-month CPF contribution history or a declaration of income status of all non-working adults in the household
