Yes, CPF fund covers only subsidised Tuition Fee. Other fees and GST on Tuition Fee (applicable to subsidised International Students enrolled from AY2016/2017) have to be paid by your own funds.
It would depend on how much of the balance in the CPF ordinary account can be used for Education Scheme. Whether your subsidised Tuition Fee can be fully covered by CPF will depend on the withdrawal limit for Education Scheme, your applied percentage and the available fund of the CPF member’s account.

As online application receives priority in processing by CPF Board, you are strongly encouraged to submit online application at CPF Board's website during the online application period from 01 Feb 2020 to 12 Apr 2020. Application submitted after the closing date will not be accepted by CPF Board.

You can download the form from CPF Board website or collect it from CPF Board. The completed original application form is to be submitted to the Polytechnic for processing by application closing date 13 Apr 2020. For new student, please submit it together with your enrolment forms to the Polytechnic.
Yes you can use your sibling's or relative's CPF to pay for your subsidised Tuition Fee. However, only 25% of your subsidised Tuition Fee is allowed to be settled by your relative's CPF funds. Detailed information on the CPF Education Scheme is available at CPF Board website.

No, CPF Board does not accept manual CPF application after the application closing date, 13 Apr 2020.

The unsuccessful CPF deduction may be due to insufficient fund in the CPF member's account for educational purposes or other reasons. Your CPF account member will be notified by CPF Board the reason for unsuccessful CPF application. They can check the funds available for Education Scheme at CPF Board or view it online via CPF Board website using SingPass.
