Course Overview

These competencies equip the security officer with basic and specialised skills to enhance the officer’s work performance. Individual has to complete 5 modules to attain the Certificate in Security Operations.


A Statement of Attainment (SOA) will be awarded to the individual when he successfully completed each module and assessed to be competent.


Exemptions - Modules for Security Officers                                                    


You are required to apply for the licence clearance at the PLRD website even if you are granted exemption from any of the modules.


Prior to deployment, all approved security officers are required to pass the 3 basic licensing modules. 

 

The three basic licensing modules are:
 

  1. Provide Guard and Patrol Services
  2. Handle Security Incidents and Services 
  3. Recognise Terrorist Threats

 

Applicants who fulfil the criteria below may apply for an exemption from the training requirements for security officers. Exemption will be granted at the discretion of the Licensing Officer.

  1. Former Auxiliary Police Officers who have completed and passed the Basic Auxiliary Police Officer Course conducted by CISCO or AETOS APF Training School.
  2. *Former uniformed senior officer and other ranks from the Singapore Police Force (SPF), the Central Narcotics Bureau (CNB), the Singapore Prison Service (Prisons).
  3. Those who have completed Full-time National Service in the Singapore Police Force (SPF).
  4. Volunteer Special Constabulary (VSC) officers from the Singapore Police Force (SPF).
  5. *Former regular uniformed commissioned officer or non-commissioned officer from the Singapore Armed Forces (SAF) will be exempted only one WSQ unit i.e. "Provide guard and patrol services".
  6. *Former regular uniformed commissioned officer or non-commissioned officer from the Singapore Armed Forces (SAF) whom have completed and passed the Installation Protection Security Course (IPSC) conducted by SAF will be exempted for both WSQ units.
  7. *Those that have completed full-time National Service in Singapore Armed Forces (SAF) and have completed and passed either Military Police Course or Security Trooper Course conducted by SAF.
  8. *Former regular uniformed commissioned officer or non-commissioned officer from the Singapore Civil Defence Force (SCDF) will be exempted only one WSQ unit.
    i.e. "Handle Security Incidents and Services".
  9. *Former regular uniformed commissioned officer or non-commissioned officer from the SIngapore Civil Defence Force (SCDF) whom have completed and passed the Provost Course conducted by SCDF will be exempted for both WSQ units.
  10. *Those that have completed full-time National Service in Singapore Civil Defence Force (SCDF) and have completed and passed the Provost Course conducted by SCDF
  11. Person who has passed the Essential Security Guarding at Group 4 CISCO Training before 1 Jan 1996.
  12. Person who has passed the Specialised Guarding Skill at Group 4 CISCO Training before 1 Jan 1996.
  13. Person who has passed the Advance Security Course at APRO Asian Protection Pte Ltd before 1 Jan 1996.
  14. Person who has passed the Basic Protection Officer Course at APRO Asian Protection Pte Ltd before 1 Nov 2002.
  15. Person who has passed the Basic Security Training Course at APRO Asian Protection Pte Ltd before 1 Nov 2002.
  16. Person who has passed the 2-day Basic Security Course Examination organised by ACSA or SAS and certified by SHRI or RELC before 1 Nov 2002.
  17. Person who has passed the Certificate in Hotel Security Operations organised by the SHATEC before 1 Jan 1998.

Application/Entry Requirement

  1. Candidates must be above the age of 16 at the time of application. 
  2. No minimum educational entry requirements. However, candidates must meet the required workplace literacy and numeracy level and should possess the relevant assumed skills and knowledge.
  3. Candidates are advised to apply from the Singapore Police Force for a security officer license before submitting online application for courses at SII.

Covers the skills and knowledge required to contain incidents of damage to facilities and equipment, handle incidents related to fire, crime, medical and first-aid, bomb or improvised explosive device (IED) threats, search, apprehend and arrest suspect and give evidence in court.

2 SEC-SOP-1007-1.1 Guard and Patrol (Provide Guard and Patrol Services)

Assessment : POLWEL
Covers basic security skills and knowledge required to be deployed as security officer and includes performing static guard duty, handling telephone call and lost-and-found properties, patrolling premises and making incident reports.

3 SEC-OBS-1002-1.1 Threat Observation (Recognise Terrorist Threats)

Assessment : POLWEL
Covers the skills and knowledge required to be aware of terrorist risks and threats, identify suspicious activities through behavioural profiling, handle situations involving suspicious persons, objects, vehicles and powders and respond to bomb threats and handle the after-incident response.

4 SEC-ICM-1003-1.1 Incident Response (Assist in The Evacuation of Premises)

Assessment : POLWEL
Covers the skills and knowledge required to demonstrate correct usage of portable fire extinguishers and fire hose reels, assist in the evacuation of premises and the application of rescue and evacuation techniques.

5 SEC-SOP-1004-1.1 Crowd and Traffic Control Management (Conduct Crowd and Traffic Control)

Assessment : POLWEL
Covers the skills and knowledge to effectively manage and control large crowds and traffic flow and the entry and exit of vehicles. The ability to escalate potential threats and accidents to the appropriate authorities is also covered.

6 SEC-SOP-2012-1.1 Security Screening Management (Conduct Security Screening and Search of Vehicles)

Assessment : POLWEL
Covers the skills and knowledge for personnel performing the role of a security officer or licensed auxiliary police officer to conduct security screening and search of vehicles. The topics covered are prepare for security screening of vehicles, perform security screening on vehicles, conduct systematic search of vehicles and conclude security screening activities.

7 SEC-SOP-1012-1.1 Security Screening Management (Conduct Security Screening of Person and Bag)

Assessment : POLWEL
This is a mandatory unit for all security staff whose duty includes conducting security screening of person and bag with the use of both hand held and walk through metal detectors. This unit provides the skills and knowledge required in the preparation prior to the conduct of security screening; conduct and perform security screening of a person with the walk-through and hand-held metal detectors, conduct pat-down search of a person and manual bag search, before allowing access into premises.

8 SEC-ICM-1001-1.1 Deterrence (Manage Disorderly Conduct & Threatening Behavior)

Assessment : POLWEL
This unit equips security personnel with the knowledge and skills to prepare for work activities, to deter threatening behaviour through visible security presence and to familiarize with procedures in dealing with persons with disorderly/threatening behaviour.

9 SEC-SOP-1007-1.1 Guard and Patrol (Minimize Retail Theft and Loss)

Assessment : POLWEL
Covers the skills and knowledge required to gather and evaluate information to detect offenses and suspects, respond to identify a suspect and take action to deal with the theft.

10 SEC-TEM-2001-1.1 Access Control Management (Operate Basic Security Equipment)

Assessment : POLWEL
This unit of competency specifies the knowledge, skills and attitudes required of security personnel to operate an access control, alarm monitoring and closed circuit television (CCTV) monitoring equipment.

11 SEC-ICM-2001-1.1 Deterrence (Perform Security Duties at Protected Areas and Protected Places)

Assessment : POLWEL
Covers the abilities and knowledge to apply appropriate actions to deter undesired outcomes when on duty at protected areas and places.

12 SEC-SOP-1011-1.1 Security Operation Compliance (Perform Security Operations within Legal Framework)

Assessment : SII
Covers the skills and knowledge to help the individual understand his legal responsibilities and topics such as the duties and responsibilities of security officers, legal authority and relationship with public law enforcement and professional code of conduct and ethics.

13 SEC-SOP-1007-1.1 Guard and Patrol (Provide Mobile Patrol Services)

Assessment : POLWEL
Covers the skills and knowledge to perform a mobile patrol visit as well as responding to security alarm activation in planned or unplanned situations.

14 SEC-SOP-1005-1.1 Executive Protection (Provide People Protection Services)

Assessment : POLWEL
Covers the knowledge and skills to making advance security preparations, establishing contact with clients, arranging vehicle security, protecting principal at place of accommodation and at location of business / event in a low to moderate security risk situation.

After your Training
 

  • For PLRD system to reflect the security modules you have passed (deemed competent) into your license, you are required to upload your e-SOAs. 
  • For a student to obtain his/her certificate for full qualification, he/she has to submit copies of all the Statements of Achievement (SOAs) to the assessment centre (either SII or POLWEL) that has assessed the last SOA leading to the full qualification.

    If the last SOA leading to the full qualification is assessed by POLWEL, students are required to approach POLWEL in person for full qualification printing.
    Student will receive the electronic full qualification certificate within 2 working weeks from the date of the full submission of the required form and document.

Application Procedures

Steps to follow in your application:


Step 1 - Enter NRIC/ Passport No

Step 2 - Select course code and course commencement date.

Step 3 - Enter personal, qualification, employment and sponsoring details (if applicable).

Step 4 - Make declaration and submit online application


Candidate who intends to be a security officer is advised to apply and obtain security officer licence from the Singapore Police Force before submitting online application for courses at SII. Candidate is required to obtain his/her Singpass and apply for the licence at the Singapore Police Force website: Singapore Police Force SO License Application/Guide


Generally, a course run is opened for online application only about 12 weeks before the scheduled training date and will close about 2 weeks before course commencement date or when the maximum number of applications is reached, whichever is earlier. 


Courses with a “Commencement Date” available for selection in the “Online Application for Part Time Courses” system means that particular course run is available for application. If you do not see a commencement date of the course that you want, it means that the application for that course run has closed or it is not opened for application yet.


After the online application closes and upon confirmation of the running of the class, a confirmation letter of offer will be sent via email to and reach the applicant about 1 week before the course commencement date. The course fee, payment method, enrolment and other information will be provided in the letter. Applicants must provide a valid email address during the online application in order to receive the softcopy confirmation letter of offer.

 

NOTE:
 

  1. Assessment may be conducted on a different day after the last day of training.
  2. Trainees will be informed of their assessment date on the 1st day of training.
  3. All assessment will be conducted within one week after the conclusion of the respective modules.
  4. Security Industry Institute reserves the right to alter the course, modify the scale of fees, amend any other information or cancel classes with low enrolment.
  5. Currently, all our training programmes are conducted on a full-day basis from 9.00am to 6.00pm, unless otherwise advised.


Employers who sponsor their staff for training may be able to apply for the following via the SkillsConnect Portal:
 

  1. Absentee payroll funding.
  2. Enhanced Training Support for SMEs if they qualify as SMEs (ONLY for Diploma in Security Management Modules).
  3. SkillsFuture Mid-Career Enhanced Subsidy (ONLY for Diploma in Security Management Modules) if their employees are eligible.

NTUC Union members will enjoy 50% unfunded course fee (i.e. the balance course fee payable after applicable government subsidy) support up to $250 per calendar year under the Union Training Assistance Programme (UTAP). SkillsFuture Credit Top-Up (SFC 2)

Process of Administering SkillsFuture Credit Top-up (SFC2)


1. All existing SkillsFuture Credit (SFC)1 eligible courses under SII will qualify for early access to SkillsFuture Credit Top-up (SFC2).

2. The SFC2 Claim Forms can be found in SII confirmation letters to the students.

3. As the submission of SkillsFuture Credit Top-up (SFC2) claims to SSG through the MySkillsFuture Portal or mobile app will be not available till 1 October 2020, individuals should submit the completed claim forms to SII before the commencement of course.

4. Please note that individuals should continue to submit claims on the MySkillsFuture Portal or mobile app to utilise their opening credit i.e. SFC1. There is no change to this process.

5. Individuals who need help can approach SSG by calling 6785 5785 or via ssg.gov.sg/feedback.

2 AXS Stations

ATM/Debit card payment at any of the AXS stations located island-wide (http://www.axs.com.sg/axsStation_locations.php). You will need your Student Admission (Adm) number (e.g. 1512345A) stated above your NRIC No. on the top right side of the first page of Letter of Offer and a chip-based ATM/Debit card to make payment at AXS Station. Please keep the receipt generated from AXS station and bring it on the day of enrolment as proof of payment.

The PSEA scheme is administered by the Ministry of Education (MOE) which allows students to utilise the funds in their own and/or their siblings' PSEA accounts for the payment of selected fees and costs.
