Course Overview

This 12-month part-time programme leading to the Diploma in Engineering (Aviation Management) will equip you with comprehensive air transport-related skill-sets and knowledge needed to support the growth of the aviation industry, with a focus on ground operations.  It comprises 2 skills-based Modular Certificates (MC) covering ground handling operations and management.

 

Upon completing the 2 skills-based Modular Certificates (MC) under this programme, participants will be able to understand:

 

  • the fundamentals of ground handling operations and management including passengers, ramp, baggage handling services, ground handling agreement and in-flight catering; AND depending on the job roles assigned,
  • the operations and management of modern international airports including terminal signage system, terminal ground operations, terminal contingency planning and airport emergency systems, OR
  • the fundamentals of airside operations, airside operational system and functions, managing emergencies and conducting oversight.

 

 

Academic Progression

 

Participants of this programme have the option to undertake the remaining 3 Modular Certificates (MCs) to obtain the part-time Diploma in Engineering (Aviation Management).

Eligibility Criteria

 

Singaporeans or Singapore Permanent Residents who are within three years of either graduation OR the Operationally Ready Date (ORD) for National Servicemen from the following full-time programmes.

 

The Sign-on Incentive is only applicable for Singapore Citizens.

What You'll Learn

Participants are required to complete a total of 2 skills-based Modular Certificates (MCs). Each MC can be completed in 1 semester, i.e. 6 months. A certificate will be issued once the requirements for each MC are met. Participants must complete the course within 12 months.

MODULAR CERTIFICATE IN GROUND OPERATIONS

The subjects covered in this certificate introduce participants to the fundamentals of ground handling operations and management. Topics covered include passengers, ramp, baggage handling services, ground handling agreement and in-flight catering. An overview of future trends and challenges facing ground handling operations and management is also covered.

This subject will introduce students to the fundamentals of ground handling operations and management. Topics covered include passengers, ramp, baggage handling services, ground handling agreement and in-flight catering. An overview of future trends and challenges facing ground handling operations and management is also covered.

2 Service Quality Management

This subject introduces students to the key concepts and principles of Service Quality and Management. The topics covered concepts of quality services, essential skills in customer services, principles and strategy of service management, methods for service quality measurements and service recovery.

3 Aviation Safety Management

This module will provide students with a broad understanding of aviation safety management including the role human factors play with regards to flight operations and safety. This will lead up to the elements of a safety management system, human factors within system safety, threat and error management, and principles of safety information systems.

MODULAR CERTIFICATE IN AIRPORT AIRSIDE OPERATIONS

The subjects covered in this certificate provide participants with the fundamentals of airport airside operations. Topics covered include airside operations, airside operational system and functions, managing emergencies and conducting oversight.

1 Apron Operations

This subject introduces students with an overview and understanding of the key principles and knowledge in operating airport airside operations. It will help to provide students’ knowledge such as various functions and areas of the airside in supporting strategic management and operations of airside terminal of an airport. It provides students with the understanding of the essential guidance on best practices, responsibilities and procedures and regulations for safe and efficient operation of airside environment.

2 Airport Safety Oversight

This subject introduces students with an overview and understanding of international requirements of aviation regulations and aerodrome certifications. It will help to provide students with the knowledge of principles of Safety Management System (SMS) and implementing SMS, liability of an accident, airside auditing and inspections, the ICAO Universal Safety Oversight Programme and safety cultures.

3 Apron Control Management

This subject introduces students with an overview and understanding of apron operating environment and activities of the apron control management which include coordination with ATC on the management of runways and taxiways, as well as management of apron and airport boundaries in order to ensure safe taking off, landing and taxing of aircrafts at the airport. It will help to provide students with the overview of responsibilities of apron control management’s purview include the allocation of aircraft stand and baggage claim belts, testing and issuance of airside driving and vehicular permits, safety inspections, response to airside incidents or accidents and wildlife hazard management.

3 more MCs to complete to obtain the Diploma in Engineering (Aviation Management)

MODULAR CERTIFICATE IN AIRPORT OPERATIONS & MANAGEMENT

The subjects covered in this certificate provide participants with the principles in the operations and management of modern international airports. Topics covered include an overview of key players in terminal operations, terminal signage system, terminal ground operations, terminal contingency planning and airport emergency system.

1 Airport Operations

This subject introduces students to the fundamental concepts and principles involved in the operations of modern international airports. In this subject, students will learn about the various aspects of airport operations. Topics covered include an overview of key players in terminal operations, terminal signage system, terminal ground operations, terminal contingency planning, aviation security, airport emergency system, and customer quality service. An overview of future trends and challenges facing the airport industry such as the impact of new large aircraft on airport planning and operations will also be covered in this subject.

2 Airport Management

This subject introduces students to the fundamental concepts and principles in the organisational, political and financial administration of modern international airports. Topics covered include human resource, airport performance, airport commercial management, public relations and, corporate/business planning and airport finance. An overview of the various airport ownership models is also covered.

3 Airport Systems

This subject provides an overview of the key facilities and systems in an airport. Topics covered will include passenger check-in systems, the Flight Information Display Systems (FIDS) and the various airport IT support systems. Students will also learn about the operation of the fully automated baggage handling system (BHS) including the high-speed inter-terminal baggage transfer system and the automated early bag storage system. In addition, students will also be provided with a basic understanding of the key concepts and operations of People Mover System (PMS) which is used to ensure the convenient and seamless transfer of passengers between airport terminal buildings; and the knowledge on the operation the Passengers Loading Bridges (PLB) system, including the new generation PLB for handling the world’s newest and largest aircrafts.biochemical pathways will also be introduced to illustrate how these interactions lead to life processes.

MODULAR CERTIFICATE IN AVIATION SECURITY & CRISIS MANAGEMENT

The subjects covered in this certificate provide students with fundamental knowledge in factors affecting the security of aviation operations and the various measures and systems put in place to ensure aviation security. Students will also acquire the basic knowledge in business continuity management and flight planning.

1 Aviation Security

This subject introduces students to the understanding of the implementation requirements, principles and practices of aviation security management relating to the security oversight obligations undertaken by national civil aviation security authorities, in response to the ICAO Standard and Recommended Practices (SARPs) for States to implement an effective national civil aviation security programme and oversight system. Students will be able to enhance their knowledge on the effective use of aviation security management concepts and best practices for the developing, planning, conducting and reporting of their aviation security activities performed in support of the State's civil aviation security programmes and oversight functions.

2 Business Continuity Management

This subject introduces students to the fundamentals of Business Continuity Management (BCM). BCM is an organisation-wide discipline and a complete set of processes that identifies potential impacts, which threaten an organisation. It provides a capability for an effective response that safeguards the interests of its major stakeholders and reputation by protecting its critical business functions (CBFs) against predetermined disruptions. The subject delves into the Business Continuity planning process, which includes managing project in BCM, analysing business risks and impacts, evaluating BCM Strategies, developing BCM plans, testing and exercising the plans and managing the BCM programme.

3 Crisis Management

This subject introduces the various aspects of crisis management framework especially in traumatic event of an aviation crisis. The subject delves into the understanding of crisis management structure, management of incident, management of next-of-kin/relatives, manpower and logistics supports during crisis, develop effective crisis communication plan and develop strategies to effectively communicate with all parties.

MODULAR CERTIFICATE IN AIRLINE OPERATIONS

The subjects covered in this certificate provide participants with the fundamentals of airline operations and management. Topics covered include airline organisational structures and business modeling, route planning and development, airline and route profitability, air transport agreements and the regulatory framework of the airline industry, airline alliances, fleet and facilities planning, airline financing, product development and acquisition, and key airline performance indicators.

1 Airline Operations & Planning

This subject will introduce students to the fundamentals of airline operations and planning. Topics covered include flight planning and facilitation, crew scheduling, aircraft scheduling, punctuality management and aircraft maintenance scheduling. Students will also learn about various aspects of Airline Crisis Management including organisational set-up and support to manage any aircraft accident.

2 Airline Management & Planning

This subject introduces students to the fundamentals of airline management. Topics covered include airline organisational structures and business modelling, route planning and development, airline and route profitability, air transport agreements and the regulatory framework of the airline industry, airline alliances, fleet and facilities planning, airline financing, product development and acquisition, and key airline performance indicators.

3 Management of Air Cargo

This subject introduces students to the fundamentals of aviation logistic and air cargo management including the importance of air cargo to the economy. Students will learn the process of the traditional air cargo movement that is involving the shipper, freight forwarder, ground handler, air carrier and consignee. Topics covered include an overview of major players in air cargo operations, ground handling specialist, free trade zone (FTZ), aircraft loading, handling, storage, packing and labelling, air waybills, import and export, and the various commodities, rates and charges.  An overview of future trends, challenges and forecast of the air cargo industry will also be covered in this subject.

Modes of Assessment

 

The subjects in this course are either examination or non-examination based, incorporating both formative and summative assessments. The assessment framework will include a range of coursework assignments, as well as mid-term test and end-of-semester examinations.

Career Opportunities

At the entry level, the job position is Ground Operations Specialist (GOS)1. Upon successful completion of the Work-Study Certificate, participants may look forward to wage increment and role expansion in their workplace, subject to their work performance.

Selection of applicants is at the discretion of the participating companies and participating companies will contact their shortlisted applicants for interview. Applicants have the right to reject the interview if they do not wish to be employed by the company who contacted them.

 

Only applicants who are successfully hired and placed on the Work-Study Certificate programme by the participating companies will be invited to submit an online application for the courses.

Course fees payable is based on per Modular Certificate.

Course fees will be reviewed by MOE on an annual basis and adjusted accordingly.

MOE subsidy will not be applicable for students who repeat a module or semester.
