Course Overview

Maritime Cyber Security Awareness training is becoming mandatory within the industry. A section dedicated to maritime security, including cyber risk, was introduced in the third edition of the Tanker Management Self Assessment (TMSA) and came into effect in January 2018. This was also included in the seventh edition of the Vessel inspection questionnaire (VIQ7) from the Ship Inspection Report Programme (SIRE), effective from September 2018. IMO’s Maritime Safety Committee have inserted Maritime Regulation MSC 428 (98) Cyber Risk Management into the list of ISM Code requirements. This becomes effective in January 2021.

 

This course is developed in accordance with BIMCO, IMO, ICS and IACS guidelines and has been approved by the Institute of Maritime Engineering, Science and Technology (IMarEST), University of Sunderland, UK and International Maritime Satellite Organization (Inmarsat). It aims to address the training needs for the industry on Cyber Security Awareness for on-shore, port and off-shore maritime personnel. This course is approved by Maritime Port Authority of Singapore (MPA) for Maritime Cluster Fund (MCF) co-funding.

 

Participants for the course will learn that modern ships and seafarers are prime targets for cyber-attacks. Bridge systems such as GPS, ECDIS, radar and autopilot systems can be compromised by outsiders which poses a significant safety risk; and that it is not only vessel navigation that can be undermined, but control systems for ballast water, vessel stability, engines and propulsion can all be targeted by increasingly sophisticated cyber criminals.

 

Participants will learn the need to recognise/minimise IT threats, loopholes for hackers, unsecured devices and system compromises and of the basic necessity to take the personal precautionary measures to minimise the cyber security risks both onboard and whilst ashore.

Who Should Attend

  • Individuals or professionals related to the maritime sector.
  • MCF co-funding amount is 50% reimbursement of full course fees (excluding GST).
  • Full course fees of $214.00 (with GST) is payable upfront by applicants/companies.
  • MCF reimbursement of $100.00 is upon successful MCF application & course completion.
  • MCF application must be made at least a month before the course start date.
  • Eligible MCF applicants are: (i) Singaporeans, (ii) Singapore Permanent Residents or
  • (iii) Employees sponsored by business entities registered/incorporated in Singapore.

What You'll Learn

The course comprises a series of videos, ensuring maximum learning benefit via module segments with written transcripts for each video. Following the Introduction module, learners view four individual video modules followed by a summary and assessment module. On completion of module viewings, learners are invited to complete a test. Certification is issued upon a passing level of 80% and above. The module details are as follows:

 

Introduction – Introductory video of the Cyber Security Awareness Course (7:41 mins)

 

  • The Cyber Safety threat;

  • The digital threat using your personal information;

  • The digital threat using your IT device;

  • The physical and human threat.

Module One – The Cyber Safety threat (10:30 mins)

 

  • Describe ways in which safety can be jeopardised in shipping;

  • Recognise when safety could be compromised, particularly when undertaking routine IT and day-to-day digital activities;

  • Identify good practice in terms of maintaining cyber security ashore and afloat.

Module Two – The digital threat using your personal information (11:27 mins)

 

  • Recognise ways in which personal information can be compromised;

  • Identify the principal cyber security risk areas;

  • Take basic precautions to ensure that personal and corporate information held online is not compromised.

Module Three – The digital threat using your IT device (10:03 mins)

 

  • Recognise the dangers in using devices ashore and afloat in ways that can reduce cyber safety;

  • Ensure that personal devices are set up and used appropriately to minimise security risks.

Module Four – The physical and human threat (6:43 mins)

 

  • Recognise the importance of keeping access to vessels safe and secure;

  • Show an awareness of the threat to vessels from social engineering and human hacking;

  • Describe how to ensure that conversations, documents and devices are physically secure ashore and afloat.

Module Five – Summary and Assessment (Minimum of 3:17 mins)

 

  • Summary of the topics and issues covered on Maritime Cyber Safety;

  • Assessment of 20 questions with multi-choice answers. Minimum passing level of 80%.

Online assessment (80% passing mark) must be taken within 30 days from the course start date.
