The “Career Conversion Programme (CCP) for Security Officers” is a programme aimed at supporting security employers in redesigning the SOs’ job roles and reskilling them, to meet the evolving business requirements such as technology adoptions, lean operations, Outcome-Based Contracts (OBC), etc.

 

This programme is funded by Workforce Singapore (WSG) and administered by the Security Industry Institute (SII).

Programme Structure and Requirements 

Eligibility Criteria for SOs
  • SOs (including SSO, SS and SSS) who have been employed by the company for at least 1 year; and/or
  • SOs who joined the participating company with the site takeover. These SOs must meet the skills conversion requirements, e.g. they have not taken similar training prior to participating in the programme.
Participating Companies
  • Committed to redesigning SO’s job roles which are required by adopting technologies, lean operation models or Outcome-Based Contracts (including Hybrid Contracts);
  • With documentation of Career Conversion Training Plan submitted to Programme Manager for evaluation.
  • To declare current and/or upcoming retrenchment activities and plans.
  • To ensure that the participating SOs, whose employment with the company is less than 1 year, joined the company with site takeover.
Participating Security Officers
  • Singapore citizens or Permanent Residents, holding the rank of Security Officer, Senior Security Officer, Security Supervisor or Senior Security Officer.
  • SOs who joined the company with the site takeover must declare that they have not taken similar training or skills upgrading before.

CCP Training Plan

  • Be aligned to the requirements of the redesigned job roles of the SOs*;
  • The duration of the training plan should be 1 month or 2 months;
  • Comprising both Facilitated Training (by an external provider and/or in-house) and Structured On-the-Job Training (OJT);
  • At least 50% change/expansion of trainees’ job function after training.

1 month training plan

2 months training plan

  • The duration of the plan must be at least 176 hours
  • The minimum hours of facilitated training are 24
  • The duration of the plan must be at least 352 hours
  • The minimum hours of facilitated training are 32
*Recommended Vocational Skills Training Areas
  • Facility Management (such as operations, electrical, plumbing, lifts & escalator, etc.)
  • Emergency Response / First-Aid
  • Fire Safety
  • Workplace Safety / Risk Assessment
  • Infrastructure and Network Protection (Data Centre etc.)
  • Counter-terrorism
  • Operations Technology (Video Analytics, Visitor & Incident Management System etc. that are supported under Industry Digital Plan)
  • Other skills required based on companies’ operational needs/unique site requirements (subject to WSG’s approval)

Programme Archetype 

Total Programme Duration: 1 Month or 2 Months

Companies’ commitment to either:

* OBCs (including hybrid contracts); or

* Redesigning of SOs’ job roles due to business/ operation requirements e.g. technology, lean operations  

SOs undertake at least 50% additional job functions after the Career Conversion Programme

Funding Support 

Up to 70% of the course fee funding and 90% salary support will be provided to the participating companies.  The funding support for this programme is as follows:

 

Course Fee Grant:

  • Up to $750 per trainee for 1-month training plan
  • Up to $1,000 per trainee for 2-month training plan

 

Salary Support:

  • Standard rate: up to 70% of monthly salary
  • Enhanced rate (For Singapore Citizens aged 40 and above only): up to 90% of monthly salary

The following is a simple workflow of the process.

  1. The company identifies project site(s) to implement CCP and SOs to be reskilled.
  2. The company develops a training plan.
  3. Company submits application and training plan to Security Industry Institute (SII).
  4. SII and WSG evaluate training plan.
  5. Upon WSG’s approval of the training plan, Company starts training the nominated SOs.
  6. Upon completion, Company submits claims to SII.
  7. SII disbursed grant to Company.
