Course Fees For Full-Time Diploma Courses

What are my fees and when are they payable?

The Tuition Grant Scheme was introduced by the Government to help students with the costs of tertiary education in Singapore. Tuition Grant (inclusive of any GST subsidy) is granted to students on Tuition Grant Scheme.

There are 2 semesters in each Academic Year (AY). The billing periods for AY 2024/2025 are :


a. Semester 1 : from 15 April 2024 - 13 October 2024.
b. Semester 2 : from 14 October 2024 - 13 April 2025.

 
Fees are billed and payable by semester. They are usually payable in June for Semester 1 and December for Semester 2.

From academic year (AY) 2014, the Polytechnics adopt a cohort-based fee structure, which means that a student's fees will remain constant for the entire duration of the course.

 

For Singapore citizens and Singapore Permanent Residents, the applicable GST is subsidised by the Ministry of Education (MOE).

Financial Schemes

There are a number of Financial Schemes available to settle course fees.
Post Secondary Education Account (PSEA) can be used to settle both Tuition Fee and Other Fees but Tertiary Tuition Fee Subsidy (TTFS) for Malays (Mendaki), SkillsFuture Credit, CPF Education Loan Scheme and Tuition Fee Loan Scheme cover only Tuition Fee.

^ Polytechnic Foundation Programme (PFP) students are only eligible to apply for the Post Secondary Education Account (PSEA) Scheme.
 

Please note that as per MOE's guidelines, for awardees with scholarships that specifically indicated tuition fees coverage, TTFS/SkillsFuture Credit/PSEA/CPF/TFL utilisations are not allowed if the amount awarded is adequate to cover the students' tuition fees.

Note:

(i) You are strongly advised to submit your application for Financial Schemes as early as possible so that your application can be approved in time for settlement of fees.

(ii) If you have been an inactive student for more than 6 months, your approved Financial Schemes may be terminated by the Financial Schemes Organisations. You may want to check your Financial Scheme application status at TP Oei through a mobile device when you resume your study. If the scheme has been terminated and you still wish to use the scheme to pay for your fees, you would be required to re-submit a new Financial Scheme application during the Financial Schemes application period.

 

(iii) Non-subsidised International students (i.e. students who are not eligible for TG or choose not to apply for TG) are not allowed to apply for Financial Schemes.

Post Secondary Education Account (PSEA) can be used to settle both Tuition Fee and Other Fees but CPF Education Loan Scheme, Tertiary Tuition Fee Subsidy (TTFS) for Malays (Mendaki), Tuition Fee Loan Scheme and SkillsFuture Credit cover only Tuition Fee.

Other Fees are to be paid by using your own funds or PSEA.

Yes, you can apply for more than one Financial Schemes if you are eligible.

Subsidised students, who are Eligible and Apply for TG, are eligible to apply for Financial Schemes.

Important Note:

Full fee paying SC/SPR, (i.e. who are not eligible for TG, choose not to apply for TG or taking a full time diploma course that TG is not applicable), are allowed to apply for TFL up to 75% of subsidised rate and utilise PSEA to pay for full outstanding fees subject to availability of funds in PSEA.

How will I know the outcome of my application(s) for Financial Scheme(s)?

You would be informed of the outcome of your financial scheme application(s) directly by the respective FS Organisations.

  1. For application form properly completed, the Polytechnic will submit them to the Financial Scheme Organisations for processing.
  2. If you are requested by the Polytechnic to re-submit the form due to any reason, you must re-submit the application form to the Polytechnic by the deadline stated in the Student Financial Application Form Follow Up Letter/Email. Else, it will be deemed that you are no longer interested in applying for that Financial Scheme. To ensure you receive the follow up letter, please update your latest local address when doing online enrolment.
  3. Incomplete submission of required documents will result in your application being rejected by the Financial Scheme Organisation administering the Financial Scheme.
  4. Late re-submission of application form to the Polytechnic will delay the processing of your application by the Financial Scheme Organisations.
  5. You have to give prompt response to queries on your application by the Polytechnic or Financial Scheme Organisation. If you do not do so, your application may not be processed and approved by FS organisation timely for fee payment before fee due date.

You are required to settle your fees by using your own funds first. The Polytechnic will refund you after receipt of the fund from the Financial Scheme Organisation if your application is approved subsequently.

You may want to explore the possibility of using another available Financial Scheme that you are eligible to apply and the application period is still open. Otherwise, you will have to use your own funds to pay the fees.

Please submit online application at Yayasan Mendaki's website during the online application period from 15 February 2024 to 30 April 2024.

Non-subsidised students are not allowed to apply for TTFS. Please refer to either the Yayasan MENDAKI's website or use the “Contact Us” page on their website or call 6245 5555 for details of the following :

Can I take up TTFS as well as other Financial Schemes to pay for my Tuition Fee?

Can I take up TTFS as well as other Financial Schemes to pay for my Tuition Fee?

Yes, you can do so. However, the total funding from various schemes cannot exceed 100% of the Tuition Fee.

Note: If you submit application for both TTFS and Standing Order to use PSEA funds for the settlement of your Tuition Fee, the Polytechnic will proceed to claim the amount from PSEA while your TTFS application is being processed. Any excess PSEA amount claimed will be refunded back to your PSEA account with MOE upon the approval and release of funds from Yayasan Mendaki.

Do I need to pay Other fees if I have applied 100% TTFS to settle my Tuition Fee?

Yes, TTFS covers only subsidised Tuition Fee. Other Fees are to be paid by your own funds or PSEA.

If I do not apply for TTFS in this semester, can I apply for it in the subsequent semester?

You can only apply during the application period for each semester. The application period is announced at Temasek Polytechnic (TP)'s website before the start of each semester.

I am a Singapore Citizen turning 25 this year. When will I receive my credit?

I am a Singapore Citizen turning 25 this year. When will I receive my credit?

Starting from 1 January 2016, all Singaporean aged 25 and above will be eligible for SkillsFuture Credit. You will receive your account activation letter by the first quarter of the same year you turn 25. You may proceed to make SkillsFuture Credit claims upon receipt of your account activation letter.

Please log in to your SkillsFuture Credit account at MySkillsFuture to submit a claim or check your credit balance. You are required to update your profile on your first log in. During the submission of your claim, please indicate 15 April 2024 as your "Course Start Date".

Please note that eligible period to disburse the credit to Temasek Polytechnic is from 19 February 2024 to 15 April 2024. Please inform us at Student Finance Enquiry by selecting the ‘none of the above’ option after you have submitted the claim in order for us to activate the disbursement to Temasek Polytechnic.

Please ensure that you have updated the information required and your Course Start Date accurately. Failure to do so may result in your application being rejected.

Can Post Secondary Education Account (PSEA) be used to pay my fees?

Yes, if you have PSEA and wish to use PSEA fund to pay both Tuition Fee and Other Fees for your course of study.

IMPORTANT NOTE:

  1. PSEA fund can be used for enrichment programme (e.g overseas study trip, overseas community project) organised by the Polytechnic during the student's course of study.

    If you intend to keep your fund balance in PSEA to pay for diploma related overseas trips during your course of study in TP, please do not submit PSEA application at this point in time.

No, you do not have to re-submit the PSEA Standing order application. Once a PSEA SO is established with MOE, it will remain valid regardless of which approved institution you are transferred to until terminated or superseded by a new SO.

However, if you do not wish to continue to use PSEA to pay for your Tuition fee and Other Fees for the whole course of study, please submit the 'Termination of Standing Order For Withdrawal from PSEA' by 12 April 2024.

For online application, please submit the supporting documents directly to CPF Board not to the Polytechnic.

Financial Assistance Schemes

There are a number of financial assistance schemes at TP, and students requiring financial assistance for their education are strongly advised to take up the Tuition Fee Loan Scheme from DBS Bank which provides a loan of up to 75% of the tuition fees.


Should they require additional financial assistance, there are several bursary schemes available and they may apply for the most suitable bursary that they qualify for.


As a general rule, students may only receive one bursary for each academic year. In addition to the Tuition Fee Loan Scheme and bursaries, there are other financial assistance schemes for students.

The majority of TP students are eligible for government bursaries.


Government bursaries help to support the education expenses of students who are Singapore Citizens. Depending on each student’s household financial situation, the bursary amount typically ranges from $900 to $2,950. The bursary may be granted once for each year of study at TP.

For Singaporean full-time and PFP students, you may be shortlisted for Donor-sponsored Bursary if meeting donors’ requirements.


A separate application is not required if you have applied for the government bursary in the same academic year. You are strongly encouraged to apply for government bursary in Semester 1.


For Singapore Permanent Residents or international full-time students, you may submit your application online in Term 1 of each academic year. You will be shortlisted to apply for TP Bursary if you meet donors’ criteria.

Bring Your Own Device (BYOD) Financial Assistance Scheme

 

All students are required to bring their own personal laptops to school (Bring Your Own Device – BYOD). The BYOD Financial Assistance Scheme provides the opportunity for students with financial constraints to purchase a new laptop if they meet the eligibility criteria.
 

 

Eligibility criteria
 

  • Full-Time (namely Diploma or PFP) Singapore Citizen students subsidized under Tuition Grant scheme.
  • Gross Household Income (GHI) ≤ $4,400 or Per Capita Income (PCI) of ≤ $1,100. Income to be verified through application of government bursaries. Students applying for BYOD Financial Assistance Schemes (BYOD FAS) are required to apply for government bursaries first.
  • BYOD FAS can only be applied once in your entire studies in TP.

  • Students with family emergencies such as death of a bread-winner or a loved one in the immediate family, serious illness, accident, etc.
  • Students have to apply online using this link. A new application is required in each semester.
  • Eligible students will be given $250 per semester.

CCN Emergency Scheme is a medium-term assistance given to students facing great financial difficulty.

 

You can apply for this scheme through one of the following:

  • Get referral from CP.
  • Approach the Financial Aid & Awards (FAA) team at bursary@tp.edu.sg.
  • Approach the counsellor from Student Care (SC) if you have ongoing session(s) with the counsellor.

 

Eligible students will receive assistance worth up to $300 per month for up to 4 months.

 

To qualify for the CCN Emergency Scheme, the students MUST be counselled and evaluated by the counsellors at SC.

 

The counsellors also help students learn how to cope with problems or issues confronting them.

 The scholarship is applicable for students from TP School of Engineering.

 

Industry-sponsored Scholarships are awarded to existing students with outstanding academic records and a track record of involvement in co-curricular activities. These scholarships are donated by external organisations and most of them are administered by Temasek Polytechnic.

The bond-free TP Polytechnic Foundation Programme (TP-PFP) Scholarship is open to newly enrolled Polytechnic Foundation Programme (PFP) students who have good academic results as well as good CCA records.

The Co-Curricular Activities (CCA) Scholarship is awarded to students who have contributed significantly to their CCAs in the Polytechnic.

The Temasek Student Excellence Awards are presented annually to celebrate and recognise the inspiring achievements and outstanding contributions of students in non-academic areas, such as arts, sports, leadership, service, entrepreneurship, sustainability and character.

Funding for Adult Learners

Singaporeans and Permanent Residents qualify for up to 90% subsidy for their course fees.

Workfare Skills Support (WSS) Scheme

 

From 1 July 2020, the Workfare Skills Support (WSS) Scheme will replace the Workfare Training Support (WTS) Scheme. There will be no course fee subsidies for WSS.

 

To qualify for the scheme, individuals must fulfil the following criteria:

 

  • Singapore citizen
  • Aged 35 years old or above on 31 December of the work year
  • For Persons with Disabilities, the age criterion is 13 years old or above
  • Employed and earning a gross monthly income1 of not more than $2,300 for the month worked2 ; and
  • Fulfils the WIS eligibility criteria of housing annual value (AV), property ownership and spousal income. The WIS criteria of housing AV, property ownership and spousal income are as follows:
    • Owns less than two properties
    • If the individual is married:
      • The individual and his/her spouse own less than two properties together; or
      • The assessable income of the individual’s spouse for the preceding Year of Assessment is $70,000 or less.
    • If the individual is a Self-Employed Person, s/he must have also declared his/her net trade income for work done in the Work Year and made Medisave contributions.

1 Gross monthly income includes basic salary and additional wages such as overtime pay and bonus - Lives in a property with an annual value of $13,0003 or less assessed as at 31 December of the preceding year

2 In addition, you must earn an average gross monthly income of not more than $2,300 in the past 12 months.

3 Annual value is the estimated gross annual rent of the property if it were to be rented out, excluding furniture, furnishings and maintenance fees. It is determined based on estimated market rentals of similar or comparable properties.

 

 

Components under WSS Scheme:

 

1) Absentee Payroll (AP) and Training Allowance (TA)

 

  • For employer-sponsored trainees:
    • Employers will be eligible for AP support at 95% of the hourly basic salary.
    • Only certifiable courses listed on the MySkillsFuture portal will qualify for AP.
    • For employers to be eligible for AP, their sponsored trainees must pass their course with an attendance rate of at least 75%.

 

  • For self-sponsored trainees (i.e. paying for their own training):
    • Trainees will receive TA of $6 per training hour.
    • The TA applies only to selected courses under the cleaning, security, landscape and lifts sectors. Please visit WSG’s website for more details.
    • To qualify for TA, individuals must pass their course with a minimum attendance rate of 75%.
    • Trainees under the WSS Scheme may claim up to 180 hours of TA during their WSS eligibility period.

 

2) Training Commitment Award (TCA)

 

TCA is a cash award given to eligible workers after achieving the required certifications. No application is required by the trainees.

Higher Course Fee Funding

 

· SMEs will enjoy subsidies of up to 90% of the course fees when they sponsor their Singapore Citizen employees for certifiable courses supported by SkillsFuture Singapore (SSG) and academic CET courses offered by five Polytechnics/Institute of Technical Education. Increased Absentee Payroll Cap

 

· In addition to higher course fee funding, SMEs can also claim absentee payroll funding of 80% of basic hourly salary at a higher cap of $7.50 per hour, a significant increase over the current cap of $4.50 per hour.

NTUC Union Training Assistance Programme (UTAP)
 

NTUC Union members will enjoy 50% unfunded course fee (i.e. the balance course fee payable after applicable government subsidy) support up to $250 per calendar year under the Union Training Assistance Programme (UTAP). The unfunded portion of the course fee must be S$20 and above. This excludes GST, registration and other miscellaneous fees.

Ministry of Education

 

MOE provides generous subsidies for Singapore Citizens and Singapore Permanent Residents* to help working Singaporeans to upskill or re-skill through part-time learning at the polytechnics. This includes part-time diploma, Specialist Diploma, Advanced Diploma and Diploma (Conversion) programmes. Currently, an individual is subsidised only for his/her first advanced diploma or first specialist diploma. To allow Singapore Citizens to stay current in the sector they are in, or switch careers into another sector, MOE will extend the subsidies to their subsequent diploma, Specialist Diploma, Advanced Diploma and Diploma (Conversion) programmes.

 

* Singapore Permanent Residents must not have previously attained a qualification at the diploma or higher level that was subsidised through a MOE subsidy or Government sponsorship.

Note:* Per Capita Income (PCI) = Total Gross Monthly Household Income of all family members ÷ No. of Family Members in the Household

*Gross Household Income (GHI) = Total gross monthly income of ALL family members living together in the same household, as reflected on the NRIC. This includes immediate family members who may or may not live with applicant. Immediate family of unmarried applicant: Parents. Immediate family of married/divorced/separated applicant: spouse and all children

  • Subsidised part-time students pursuing their first CET diploma course in the polytechnic
  • Students who are pursuing Work Study Programme, modular courses, Specialist Diploma courses or repeating their modules are not eligible
  • Not receiving other scholarships / bursaries in current semester. However, students who are awarded scholarships / bursaries / study awards, which are meant to cover tuition fees only, can concurrently hold the MOE Bursary
MOE-funded CET Diplomas

1. Login to STEP with your Student ID. Go to Award.

2. Submit your application online with the required supporting documents.

3. Hardcopy submissions will not be entertained.

4. Applicants will be notified of their application outcome by email.

Post-Secondary Education (PSEA) Scheme Available Balance in PSEA account and up to the amount of tuition fee payable. Call 24-hour automated PSEA hotline: 62600777 to check account balance.

Note:

Students may request to use the balance fund in their siblings’ (Singaporean) PSEA accounts.

SkillsFuture Fellowship Awards

The SkillsFuture Fellowship is a tripartite initiative that recognises Singapore Citizens who have acquired deep skills through significant work experience in particular industries or job functions. Individuals must be champions of lifelong learning and deeply committed to contributing to the skills development of others. Up to 100 awards will be given out annually at steady state.
 

 

Who is it for?
 

The SkillsFuture Fellowships are for Singapore Citizens with at least 10 years of working experience in the same, or related, industries or job functions. The individual should:

  • Possess deep skills in relevant areas of professional and technical expertise;
  • Demonstrate a strong personal commitment to lifelong learning and mastery of domain, with plans to pursue further skills deepening; and
  • Be prepared to contribute to the skills development of others, as an active advocate for lifelong learning and skills development.

 

How will I benefit?

 

You can use the award monies to access a wide range of skills deepening and upgrading options. The training programmes, which may be conducted locally or overseas, should lead to the acquisition of new skills and knowledge which will add value to your career development. Please note that previous/current recipients of the SkillsFuture Study Award for private security are still eligible to apply for the SkillsFuture Fellowships award.
