As demand for security services continues to rise, increasing manpower to meet the demand is not tenable given the manpower constraints of an ageing population, rising costs, slower workforce growth faced by the security industry, etc. To mitigate this, the industry needs to shift away from employing traditional manpower intensive models to those that integrate technology as well as job and process redesign.

 

The Security Industry Transformation Map (ITM) recommends four key strategies to enable security agencies to deliver integrated security solutions. One of these strategies is to drive change in the procurement of security services from headcount-based to outcome-based contracting (OBC). The government has taken the lead on this front, and from 1 May 2020, it has been made mandatory for all government agencies to adopt OBC for security services contracts. Private companies are also transiting to the OBC model.

 

Supported by the Singapore Police Force’s Centre for Protective Security, this 2-day workshop helps learners gain an understanding of what OBC is. The facilitator will provide a step-by-step explanation on how to implement OBC using the OBC guide published by MHA. This interactive session will include discussion of real-life examples and case studies.

 

In addition, a site visit will be arranged to allow participants to engage directly with stakeholders who have successfully implemented outcome-based contracts in the security industry. This visit aims to provide practical insights and firsthand experience in the application of OBC principles. Participants will have the opportunity to ask questions, observe real-world operations, and understand the practical challenges and successes of OBC implementation.

This could be due to factors such as changes in availability of the host site, or other logistical issues. Participants will be informed of any changes in a timely manner.

The workshop is targeted at the Security industry. It will assist service providers and buyers of security services to assess resources and readiness, design Outcome-Based Contract tender process and frame OBC clauses.
