Singapore continues to strengthen workforce development through enhanced support for lifelong learning, career progression, and workforce transformation. Building on earlier initiatives, Budget 2026 introduces additional enhancements to help adult learners upgrade their skills, stay competitive, and adapt to emerging industry demands.

Lifelong Learning Opportunities

 

SkillsFuture Support for Mid-Career Learners
 

  • $4,000 SkillsFuture Credit Top-Up (Mid-Career)
    Helps offset course fees for selected programmes with strong employability outcomes.

  • SkillsFuture Mid-Career Training Allowance
    • Full-Time Training (from April 2025)
      Singapore Citizens aged 40+ can receive 50% of their average income, capped at $3,000 per month, when enrolling in an approved full-time long-form programme.
    • Part-Time Training (from March 2026) [UPDATED – Budget 2026]
      Eligible Singapore Citizens aged 40 and above can receive a flat $300 monthly training allowance when pursuing selected part-time long-form programmes while continuing to work.
    • Up to 24 Months of Lifetime Support
      The SkillsFuture Mid-Career Training Allowance supports up to 24 months of combined full-time and part-time long-form training over an individual's lifetime.
       
  • Enhanced Workfare Skills Support (from 2026) [UPDATED – Budget 2026]
    Lower-wage Singaporeans aged 30 and above will receive enhanced training allowances and improved course fee support when enrolling in substantive skills upgrading programmes.

  • Six-Month Complimentary Access to Premium AI Tools (from 2026) [NEW – Budget 2026]
    Singaporeans enrolled in selected eligible training programmes will receive six months of complimentary access to premium AI tools, enabling learners to apply AI knowledge in practical settings and strengthen digital capabilities.

Workforce Transformation Support

 

  • SkillsFuture Workforce Development Grant
    Provides up to 70% funding support for companies to redesign jobs and upskill employees to meet evolving industry needs.
  • Redesigned SkillsFuture Enterprise Credit (from second half of 2026) [UPDATED – Budget 2026]
    Eligible companies will receive $10,000 in credits valid for three years to offset workforce transformation and training costs, supporting businesses in investing in skills development.
